Administration: Our Priorities

Administration Division - Strategic Plan (2025 - 2030)

Our strategic plan serves as a five-year roadmap, defining the division's direction, focus, and measures of success. It is a critical tool that helps the entire division to:

  • Align work across our 10 departments and the Vice Chancellor's immediate office.
  • Focus resources on the most important priorities.
  • Stay nimble in a rapidly changing environment.

The plan ensures the Administration Division continues to enable Berkeley’s core mission of teaching, research, and public service.

The Strategic Planning Process

The 2025-2030 Strategic Plan process began in late Spring 2025 with a Discovery phase (May–June) that involved research, surveys, and interviews to capture staff needs and themes. This was followed by a Visioning phase (July–August), where priorities were shaped through retreats with the Executive Leadership Team and Senior Managers. The plan then moved through Harmonization (August–September) to align priorities across units, and Framing (September–October) for drafting and refining, before being ready for Implementation (October 2025).

The Strategic Plan Framework: O-G-S-T

The 2025-2030 Strategic Plan is structured using the O-G-S-T framework. This framework provides a clear hierarchy for the plan's components:

  • Objective (O): Defines what success looks like for the division.
  • Goals (G): The three key areas the division must advance to achieve the objective.
  • Strategies (S): The high-level choices that drive progress toward the goals.
  • Tactics (T): The concrete actions and initiatives that put strategies into practice.

Accountability and Success Measurement

Success for the plan will be measured through transparent accountability mechanisms.

  • Ownership: Each strategy and tactic will have a designated lead.
  • Metrics: Key Performance Indicators (KPIs) will be used to track progress.
  • Accountability: Updates will be shared through divison-wide Town Halls, the Vice Chancellor's website, and an Administration Division Annual Report.
