Russell Chung leads UC Berkeley’s Supply Chain Management (SCM) organization, which is responsible for the procurement of goods and services, strategic sourcing, contracting, purchasing operations, supplier engagement, and sustainable procurement practices. SCM supports campus departments and research units by managing nearly $1 billion in annual purchasing activity. Russell also oversees risk mitigation related to vendor performance, compliance with UC policy and public contracting laws, and integration of procurement with the university’s financial and administrative systems.
A senior procurement executive with more than two decades of experience in higher education and public-sector purchasing, Russell has led procurement modernization initiatives at multiple institutions. He previously served as Director of Procurement Services for the University of California Office of the President and as Chief Procurement Officer at the City University of New York. A recognized leader in the field, Russell has contributed to national working groups on sustainable purchasing, cooperative contracting, and public-sector innovation. Since joining Berkeley in 2012, he has introduced enterprise-wide sourcing strategies, implemented data-driven tools for procurement planning, and expanded opportunities for small and diverse business suppliers.
