2022 VCA Annual Report - Capital Strategies

Capital Strategies provides a full suite of planning, design, real estate, construction, and development services to UC Berkeley. The department includes real estate professionals, architects, planners, engineers, construction managers, and administrative specialists, working together to serve the campus community. Their FY21 Operating Results & FY22 Budget can be found here.

Capital Strategies is under the leadership of John Arvin, Associate Vice Chancellor, and Wendy Hillis, Assistant Vice Chancellor and Campus Architect. 

FY21

In the 2020-21 academic year, Capital Strategies completed purchase of two faculty rental units at University Terrace; launched a new MEP program with new leadership team; transitioned custodial and maintenance services from third-party providers to campus Facilities Services in compliance with Article 5 regulations.

Several significant campus building projects achieved significant milestones during the year including:  the Board of Regents approved of plans to develop a new graduate student housing project at Albany Village north of campus; Capital Strategies completed the College of Engineering Master Plan; campus seismic assessments of all campus buildings were completed in compliance with requirements from the UC Office of the President, and; two landmark campus buildings projects were launched – the Gateway, which will house Computing, Data Science, and Society at the site of the former Tolman Hall, and the Academic Replacement Building which will enable the University to eventually replace Evans Hall.

FY22

In FY22, Capital Strategies will complete the real estate transfer of the Intersection building project to the Board of Regents Intersection will include graduate student housing and a satellite optometry clinic in the ground floor retail space. Also in FY22, Capital Strategies will complete the transformation of the old Berkeley Art Museum on Bancroft Avenue into the Bakar BioEnginuity facility and transition it to University operations. Other projects include: purchasing at least one faculty rental unit at University Terrace and migrating the Real Estate portfolio documents to a new database.

Capital Strategies will seek approval of several plans during the year including: the Anchor House transfer-student housing project at University Avenue and Oxford Street; People's Park undergraduate student housing project; the Campus Long Range Development Plan and Campus Master Plan; the Resilient Water Plan; and the Intercollegiate Athletics Master Plan.

Capital Strategies also hopes to implement the Capital Renewal and Deferred Maintenance performance metrics; develop an internal construction cost database; and improve the project close-out period by 30 days.
