The Office of Emergency Management (OEM) works collaboratively to plan and prepare the campus for emergencies, educate the campus community about emergency preparedness, and coordinates response and recovery efforts. Their FY22 Operating Results & FY23 Budget can be found here.

OEM is currently under the (interim) leadership of Seamus Wilmot, Assistant Vice Chancellor, Executive Director of Business Operations.
During FY22, OEM developed and delivered eight (8) Events and Crisis Management Team (ECMT) Training opportunities to senior level policy makers. The department secured $400,000 of funding to replace four out of seven campus outdoor warning sirens.
OEM hired a new Continuity Planner and continued discussing next steps with departments. These talks made progress to fulfill the Emergency Management and Continuity policy mandate for high impact units to have updated continuity plans.

In FY23, OEM plans to upgrade the current Emergency Operations Center (EOC), which will involve:
Redesigning and rebuilding the EOC at Warren Hall bringing it up to current standards for emergency response.
Securing funding to double the size of the existing EOC (Emergency Operations Center) space and updating all technology: computer systems, radios, satellite phones, etc to manage emergencies in-person and virtually, and unifying the efforts of their Essential Service Functions (those providing life/safety/support).
Partnering with People & Culture to create a dual purpose space: An up-to-date Emergency Operations Center, and also a central campus accessible training room for POD (People & Organization Development) training.The layout will have the potential to accommodate other classroom type activities as needed.
Coordinating the attendance/training for ICS (Incident Command System) 300 training for various staff members who manage emergency operations. This training is a three (3) day, intermediate level course that outlines processes for effectively managing expanding emergency incidents. The ICS standard is part of the National Incident Management System (NIMS) and provides a standard, uniform chain of command that can expand and retract as needed for virtually any size emergency.
OEM will also aim to:
Complete and post an updated Emergency Operations Plan.
Execute an emergency operations test using the Emergency Operations Plan.
Review and refine the current Eventbridge messaging system and current daily crime log process.
Administer emergency preparedness training.
A funding request has been submitted for campus-wide emergency preparedness and scenario training in collaboration with the City of Berkeley emergency service providers and systemwide.
