2023 VCA Annual Report - Supply Chain Management

Supply Chain Management (SCM) provides procurement and supply chain services that support the teaching, research and public service mission of the University. SCM provides several services to ensure the University attains maximum value for its materials and services expenditures. SCM serves 4,000 unique users who utilize the BearBUY procurement system each month. As part of its end-to-end procurement service, SCM oversees both Business Contracts and Brand Protection, and Property Management and Library Bindery. Supply Chain Management is led by Russell Chung, Chief Procurement Officer and Director. Business Contracts & Brand Protection is led by Michele Huff, Director, and Property Management & Library Bindery is led by Eric Anglim, Director.

Supply Chain Management (SCM) 

During FY22

  • $607.77 million in purchases were processed through BearBUY. 127,750 requisitions were created to Purchase Orders. 

  • 65.3% of requisitions processed to POs in less than 1 day. 74.4% were processed to POs in less than 2 days. 90.1% were processed in less than 6 days. 

  • 76% of purchases were done using “Punch-Out” or “Hosted” catalogs in BearBUY that enable drop to Cart and routing for approvals in a single simple transaction.

In FY23, SCM will continue to improve and simplify BearBUY and the procurement process for NON catalog/punchout procurements (specifically, services). They will create and enable more contracts with key suppliers so procurement and “vendoring” processes become leaner (no additional supplier paperwork including certificate of insurance and data security reviews) and risk is minimized. SCM will also work with UC Procurement to lead and to create a long range procurement systems roadmap that would simplify contracting, contract view, and Request For Quote or Proposal processes.

Business Contracts and Brand Protection (BCPB)

During FY22:

  • Processed over 650 business contracts, including over 100 complex matters.

  • Responded to over 100 brand requests, including review of press releases and film scripts, trademark renewals/registrations,  preparation of C&D letters.

  • Streamlined RIC agreement process and reduced turnaround time to execution. Updated template agreements for departmental Delegation Authority.

In FY23, BCPB plans to create a definition of Other Sponsored Activities (OSA) for the decision tool to make sure the appropriate contracting office processes and charges correct F&A rate to revenue agreements.

BCPB will also aim to lean the Business Contract review process by creating pre-approved language or substitution language from Legal Affairs and Office of Risk, which reviews and approves each contract not on an approved form. They will also continue to explore new contract and trademark management systems that can track and manage the full contract life cycle.

Property Management & Library Bindery

Property Management operations ended FY22 with an overall net financial surplus performance. Library Bindery ended FY22 with an overall net financial surplus performance negating any need to raise recharge rates, even though material costs continue to increase. Excess and Surplus generated revenues from surplus campus equipment totaling $1.35M. Moving and Event Services successfully implemented an in-house moving crew to handle covered services work.

Equipment Management successfully identified several significant lots of equipment that departing faculty planned or had already transferred to their new teaching/research engagements and facilitated equitable resolution/restitution to ensure campus compliance with UC policy (BFB-BUS 38).

In  FY23, Property Management operations will aim to achieve positive revenue expense performance outcomes in accordance with division financial strategies.

Library Bindery plans to perform within available resources and attract additional qualified external customers for its services beyond its current Cal State and University of Hawaii external customers.

Property Management & Library Bindery will continue to facilitate an environment of staff “shared ownership” where staff are trained and empowered to problem solve and implement continuous improvements that maximize the value and convenience of their services to the campus.
