Letter to Police Review Board from VCAF

Please find attached an Operational Review of November 9th, 2011 protest (PDF) in front of Sproul Hall. This review was conducted by Jeff Young, the Assistant Police Chief at UCLA. The report and its recommendations raise important issues for the UC Berkeley Administration and Police Department to consider as we continue to try to create a safe environment for our students, faculty, and staff, while sustaining our long tradition of protecting free speech. The administration will review the findings and recommendations of this report, and in particular its findings regarding police use of force policies, in conjunction with the upcoming review of University-wide use of force policies being conducted by Dean Christopher Edley and General Counsel Charles Robinson, as well as any findings and recommendations of the Police Review Board..

Please note that the report has been lightly redacted by campus counsel to protect the anonymity of witnesses and to comply with provisions in the California Penal Code limiting public disclosure of peace officer personnel information. It has been forwarded to the Police Review Board, and we will be posting the report to the Police Review Board website to make it broadly available to the community.
